There is no exact or official numbers, but some players said it is about 50 mb a hour if I recall it right

I still think that the fact you have the issue when there is another heavy traffic consuming program runs in background indicate the bandwidth/packet loss/high ping issue. Also, you have mentioned your friend - does he play Naval Action without any issue while using torrents and stuff like that or you meant games in general? I ask it since he might play on Aus or NZ servers with a low ping and the issue might not be there due to it. By the way, have you tried to tune quality of service (QoS) settings in the router?

Lord Vicious, Leviathan is right, a mod in the game can not ban on screenshoot proofs without tribunal case, but the easiest way is to just report it instead of making screenshots, every report is checked. Please, use report function for chat abuse cases as much as possible and leave tribunal for game mechanic issues. Caesar Augustus, players should listen to moderators, when they warn to keep the chat civil, if a player did not listen to it twice, a 1 day chat ban with a report is a legit action. A player can use a lot of more civil words to asking to stop instead of "stfu" and just report it.

There is no config gile aviable to edit through text editor, did you try to check the temperature of GPU while playing NA with a program like GPU-Z (since I'm not sure you were talking about the same PC with gtx 970)? For an example, there are settings with Radeon hd7770 wich gives about 20-30 FPS OW and 15-20 in a battle: On a side note, have you tried to reinstall the game and update drivers?
