The system is manageable and relies on victory though. And holding the ports. A enemy nation can immediately retaliate and raise hostility and stop the pension on its tracks.
That is correct. Players present at the successful port battle will be awarded the pension on the follow up days until the next PB in the region.

It may well be in a region where the defender doesn't even show up for many reasons, including and not limited to - being sunk in the open waters.
It is a choice not something mandatory. I understood perfectly your feeling of not going to screen a Conquest fleet so some Lord keeps his pension, but that is a personal issue not a mechanics issue. Mechanics are blind, they do not discriminate.
Successful Attack or Successful Defense are the same.
You may take a empty port as much as you may defend against a ghost fleet.
Imagine your screeners stop the attacking fleet you are in PB waiting. You will be awarded the pension of a successful defense.
Global is pretty even across the entire day. Not extreme peak numbers but perfectly steady across the board.
No overpopulated spots but always activity anywhere.
EU is very populated and given some areas are high density it may becomes problematic at times but surely Conquest develops faster.

There's nothing to stop any nation from engaging how they see more interesting to their nation interests. And yes, it will be a maelstrom in the OW.

How can you farm marks ? Tell me. You need to conquer the port, you need to attend. PB battles alone gives nothing. You need to hold the port. 1 mark every 24 hours. You need to hold the port against all attackers. And if you, as a player, want to be the one continuing to receive the pension you must attend the PBs.
that is correct. last attending ( and successful ) PB players.
players that did attend the PB conquest will receive pension for HOLDING it. those same players will lose their pension status if they don't attend defense., no matter the result. If defense is successful the new players that were there will get the pensions.
The Pensionist player, and we assume he did conquer a PB, MUST attend all battles to defend the port and defend it successfully after he was awarded his status or loses the right to receive pension.
Logistics require moving ships to the areas increase hostility by whatever means they find necessary. Tell me how easy this is again ? Reading a lot of your comments it surely seems like we can just throw dice around and blind ourselves to the effort it takes.

Regarding the PvP mission mindset everything changes. The hunt. Even if the focus is combat against bots the hunt is important.
The major difference from PvE server on PvP server at the moment is - you must be in the OW and chase your objective.
Can be said it is wrong, yes it can. But will be as wrong as wanting a strict PvE enclave in a PvP based server.
