Captain, Cayo Biscayno is a free town on the pve server, thus the port is limited to 4 buildings (as provided on your screenshot), oak and coal production buildings cannot be build in this port

Captains, There is some problems with steam infrastructure - if you have problems logging in, using DLC, or using port investments please do a connection test (select the third option “send connection test report” in NA steam launcher)

Unfortunately the workaround does not work for Basic cutter indeed, the only solution at the moment is to sail in OW and sink it in a battle

Captains, currently there is a bug that prevents you from selling a ship, in order to fix it please switch the ship to your fleet to reset the installed knowledges, after that you will be able to sell the ship. The bug will be fixed most likely tomorrow after maintenance.

Workaround for a bug with ship sale

If the instance is too far away from the coast line (like in your example), the forts might not be loaded due to optimization purposes, this is not considered as a bug at this stage.
