The true ally of piracy, in-game, is the egocentric nature of greed of the "solo play" of - I want, I need. Better to lose 1 hour and wait for a willing buddy to escort than to venture on your own and lose: all the LH you wasted on that harvest and the harvest itself. Solo pvp is never solo. And Murphy's Law is real no matter how hard you Pray.

Yes. Old pirate mechanics discussion all over again Free of tax communities were accused of piracy after the changes in the Piracy Act. They were not pirates though. Hell, even sailors in the navies and merchant ships could be accused of piracy ( by the Piracy Act ) if they refused or impeded the proper combat against a pirate attack... so... ... everyone that runs away from pirates in game is a pirate ?!...

Ottoman influenced barbary privateering was good business. As much as 1600's privateering was good business for european powers other than spain. Madagascar/Ile de France was simply a respite point to take water and food and eventual ad-hoc repairs. Although Libertalia is a fiction story, the island was indeed used and misused for centuries. Surcouf himself operating from there and the corsair base being a hard nut to crack. There are no direct primary activity economies in piracy ( mining, farming etc ), except the Baymen but they are a by product of old buccaneers turned into smuggling - they would sell the wood to England and France 10 times lower than the Spanish did before they established their camps.

Nationals can act independent privateers and do pretty much what "true pirates" do and attack the enemies designated by the Nation. If they do not "agree" with their employer, they can go Pirate or simply get diluted into the general population. What I'd see is Neutrals coming back as a multinational West India Company of sorts and "forcing" economy to run through them, both with NPCs taking care of deliveries contracted by players, be it by playing the true merchants of sorts. Basically something along the lines of the complete opposite of Pirates.

Too much focus on perks and mods from what I read on that wall of text. No. No. No. Totally opposite from my POV. I see a priority sequence: 1. What the player aim for: trader, shipwright, navy. All three require specific playstyles in the OW 2. What OW playstyle is required. 3. How to involve the other 2 as a help to my playstyle. Perks and other junk, sorry, completely dilute any focus and you end in doing nothing good and doing everything mediocre.

We cannot bring the colonial rebels to the table here. We already have it a independent state in game. The only way is the Captain Kidd's way. Make a mistake on purpose. Go pirate/outlaw. Works perfectly. -

All development effort imo should be aimed at what NA is - openworld, sandbox, credible age of sail combat and conquest. If anyone needs the "wargaming" thing - Get together, organize things, run the event. The arena works perfectly as we all can see. -

Anyone can use the Small Battles and do that already. The format at the moment is exactly the same as the running tournament. It shuffles BR of individuals or makes it group vs group. It expects groups to be equivalent BR. 3+1 v 3+1 So what else you need ?... I am with amonacc here. The game is about OW. There's arenas open all the time. I'd hate to see the grand game, open living sandbox world, being pushed aside by constant "arenas". -
Despite the "reward" system the objective is always what the player(s) set themselves to. Historically, statistics definitely show a chasm between the surrender and the boarding attacks. We can still consider anchorage line cuts as boardings and still it wouldn't outweight the amount of shps striking colors. I say leave the option to the players. Have the Admiralty assign reward for victory / gallantry regarding BR. BR should be thought of as a "admiralty coin", the currency of war operations. The more BR difference the bigger/less rewards involved. Damage done is only valuable if a victory is achieved. This brings all mechanics to play - proper OW tag, proper gallant engagement and a decisive finale - as opposite to half baked tags and running battles just because it is the norm and there's always something out of it.

10 minutes invulnerability sail is enough to never ever ever ever ever ever be in pvp. Many towns are less than 5 minutes from each other. Why not provide armed escort to them and "teach" by example ?...-
