    If I understand correct then it's not error. Hostility can't have two records of the same nations on the same ports. Two clans MRF (FR) and CBC (FR) increase hostility on Plymouth. MRF have 7.8%. CBC have 10.2% 10.2%>7.8% then MRF deleted from game data. It will be interesting to see what happens if the MRF increases hostility more than CBC.
