Blue glitchy graphics after loading screens

Alright so sometimes after i've been on the loading screen from being in port or about to engage in combat i sometimes get this glitch in the graphics blue flickering. Everything else works fine as you can see on the picture i attached - Chat boxes etc. It's just the actual map/combat area. Usually when i'm at a port and get this i just reenter the port and sail out and it's fixed but i can't do this while in combat. I've tried to look around on the forums/google to find a solution but i have been unable too and everyone i've asked never heard about this. Hopefully you guys have seen/heard about this and can be helpfull in fixing this Problem

Try to Update DirectX drivers. 

Try to update Windows.

Try to update Video card Drivers.

if you are using sli/crossfire, try to turn it off

if you don't, try to set Compatibility with Windows 7 on the both client.exe and client_,exe files (here \SteamApps\common\Naval Action)
