Port Capture question

The minimum amount of players/ lowest ship type to capture a port with only forts as defense.

deep water can be done with 5 constitutions, shallow water i would imagine 10 snows or something would be enough, not sure on that

Shallow water ports have a max ship type of Mercury.
Deep water ports have a minimum ship type of Cerberus.

25 Players on each side maximum but not required.
