More Port Slots?

I did a quick search and found nothing, apologize if this has been answered a hundred times.

 

Will we be able to buy more port slots in existing ports aside from building outposts at other ports? I am not too crazy about putting ships and stuff in other ports at risk of being captured and locked up; Or is that the intent then to make me feel the need to form a fleet and take it back?

The word dock was used instead of port, I had to dig to find it myself.
