Question About Teleport

I exited a port far away from my capital city and I wanted to teleport to the nation capital and I hit the button. Countdown started: 90 sec. Somebody activated an attack order on me and I had to run to safety back to the port while timer was still counting down. Exited the port again but this time I get the cooldown 3h to next teleport.

Is it working as intended? I interupted the countdown to teleport somewhere midway and now I have to wait 3h without being able to teleport in the first place?
