Fastest way to gain xp?

So for a new player who gets 5-6 hours a week to play naval action. What is the fastest way to gain xp? Small battles?

Right now missions are the best way for EXP.

 

In a few days when they fix assist and kill xp Mass PvE groups may be better, the change was made to fix a exploit, but it will be changed back soon.

And to clarify, doing missions solo appears to be the best way for EXP.

 

However, when its changed back, group missions should be OK too.
