Just purchased naval action through paypal. Now how do I download game?

First you need to get the key(you should recieve it 22:00 Kiev time) then you need to activate the key on steam and then you can download the game

Keys are sent every Friday at 22:00 Kiev Time for those whose payments have cleared.  Once you have the key, you may use it in Steam to add the game to your library.

They sent them daily before new year, however they might have got back to a weekly sendout by now.

As far as I know this is correct. Keys are now once again being sent once per week.

I think it took a day or two before I got my key. Went to Steam, active game, copied the key, and that was it

Do you mean that you can not enter a server due to maintenance or you can not launch the game? Please, give more information

About maintenance you can read here, developers are testing data transfer so there may be a couple of maintenance interruptions per day instead of one in general.
