"Performance Sheet" of ships for sale needs correction

I bought a Cherubim in the port shop which was given with 18.9 knts on the performance sheet.

 

I never found these figures to be correct, neither in the OW nor in a battle instance!

 

Then I retrofitted the ship with a permanent speed module but the figures on the performance sheet were the same.

 

Same for extra planking and structural strenght figures.

 

This function was working very well before "the wipe". Why did You drop it?
