Ships Teleport To Outside Invasion Zone

Hey! I have had this issue with my new save where despite the fact that I haven't moved my ships, they teleport outside of the naval invasion zone randomly. What is weirder is that the icon for the fleet doesn't move until I select the move option for the fleet and move them, where it then teleports to the outside of the invasion circle. I know the ships teleport outside because when I look at the required tonnage to succeed, one turn it is all good, all 800k tons in the area, and the next turn it is only 400k even though I never moved any ships. Any fixes would be appreciated! Thanks! If I get photos I will add them.

To add on, I got some photos (took less time than expected). The image with them clumped together is the first one, the other image is the after. This took place in the same round, and it even happened outside of naval invasions. The move dots are there because I have to move the ships to get the icons to teleport.
