It is described what training spending does. What is not known is on what percentage spending something happens. On what percentage crew experience begins to deteriorate? What percentage is needed to get green crews instead of cadets?

Prior to crew training being "improved", I used to set a reasonable amount on the slider and just left it there, changing only when I needed a serious amount of new bodies to fill a batch of new builds. That option's no longer available; I don't know what the cut-off number might be, but going from single digit crew available the previous month, I might get 2.5k new bodies this month, but next month, despite identical expenditure, maybe 10% of that number if the crew haven't been allocated to ships yet. Until/unless I have a "ghost fleet" of obsolete hulls available, there's no point maintaining that level of expenditure if there's negligable return. If that ghost fleet IS available however, I use them as a reservoir; place to deposit the new grunts until new build ships are available, then go through a cycle of decomission/recomission until I've hit the training cut-off, plus full crews in the ghost fleet.

 

Yea, I know it's an ugly work around, but there's some historical basis behind it, at least as far as the ghost fleet is concerned.

 

As for the rookie to green transition... that's a damned good question; the answer should be interesting.

I to would like to know this. Just as you can see at what percentage level your transports starts to decline, I'd like the same percentage system to know when your newly trained sailors gain or loose base experience. 

I wonder though. Is there a way to know exactly how many experienced sailors you have available?

From my experience, your mileage my vary, training set to 50% or 60% is enough to keep veteran crews without deteriorating for years even if you are at peace and the ship is set to Limited.  Typically, a crew that has never seen combat can only be trained up to Trained.  So once every ship in your fleet is at least Trained, you can drop the training to 50% or 60% and they will stay there from what I have seen.

What I usually do:  Bunch of new vessels or war coming?  Training to 100%.  Maintaining during peacetime?  Training to 50%.  Saving money during tough times?  Training to 40%.

Training is the first thing to go in my budget down to a minimum of 40% before I start sacrificing Transport cap.  Tech is never dropped from 100% for my playthroughs.

Thank you! Tested this and on the 50% only one ship lost veteran status in 5 years time. Although some in game clarification on this process would be ideal.
