So I finally got in a war with China, and I laid off Shanghai and my first mission with one of the main battle fleets was to go bag a convoy.

Two destroyers escorting 6 transports. The transports are firing on me. And *I'M* wondering why I'm not firing at all.

Did you try a re-start? I've encountered the same, but never frequently enough to say it's a bug... seems more like a temp glitch to me
