Shared Designs France, Italy 1940 ships missing

When entering Shared Designs and going to France or Italy 1940 none of the ships load, causing a soft-lock. I can interact with the UI elements, but nothing on the screen changes, forcing me to close the game via task manager. Playing on current version, Steam says all files successfully validated. No mods installed.
