other ships in division usurping lead ship

as the title suggests, ships in the back of a battle line like to overtake the lead ship without formation changes, usually when the lead ship has taken some battle damage and slowed down slightly. the 'change leader' feature doesn't actually work despite me turning it on(and it's a bit of a mess), and I've lost a battlecruiser and several destroyers because of this, the battlecruiser because she took shells meant for the lead ship, and the destroyers because they took full salvoes of friendly torpedoes.

I believe this has only occured in 1.5.0 for me.

implementing a slowdown for trailing ships to match the lead ship when they are in their proper formation positions feels like a fairly easy fix.

the change leader feature does work you just need to disable it so the lead ship never falls behind
