trade/transport capacity

might have encountered some kind if bug. my transport capacity has been at max investment from turn 1, 1890 and seems to be stuck at 138%, well sort of stuck, its growing at 0.01%

early game capacity was all over the place due to wars with nearby countries, frequently loosing transports. the highest it ever was was about 160% now with much more trade protection from ships and tech, I hardly loose transports, so its not as if Im hamoraging them. playing as italy I just had a major war with Ausrto-Hungary, that lasted about 3 years and lost maybe 5 transports that entire war.
