Battle Ship Movement Jerkiness

In battles I have noticed that ships move in random jerks. I mean they will move smoothly for a second, then jerk forward. This doesn't apply to shells fired. They're completely smooth as silk. Is there a fix for this?

 

I am using a laptop with a 13th gen I9 and an Nvidia RTX4070 with the latest graphics drivers.

 

What other information do I need to provide? I would like to provide a copy of my DxDiag but the file format isn't supported and copying the text here leads to some weird results....
