Overweight error and not being able to build refitted ships that ARE underweight

As the title suggests, why can we not build a refitted ship that FIXES the overweight error on the older ship. I understand why you did this, yet I cannot build the ships that fixes the issues through upgraded equipment, changing armor or guns or layout, etc. Please fix, very annoying.

Really?? No responses or plans on how to make this happen? Seems to me, if you have a refitted ship, and you want to build new hulls, you would be building the refitted hull, not the original hull THEN refit it.
