ISSUE: German Cruiser Control Tower Barbet cannot accept larger and/or modern turrets

I have noticed this issue with German Control Towers for more modern (heavy) cruiser hulls.

Note that in the first instance (see first image) I am able to put (Mk3?) 9" guns on the barbets. 

 

However, once I have upgraded to Mk5 turrets it can now no longer accept 9" turrets:

 

There are three issues at play here:
1) Can the Front/Rear towers not be arranged so that they can accept 9" guns, regardless of Mk? (These turrets seem VERY big for just 9" guns, but what do I know).

2) The second image is taken from the the refit screen, as soon as I arrived in it (I have touched nothing). As you can see, the game has decided to automatically up-rate the guns, which I did not want to do (especially if it means downgrading to 8" guns).

a) Why is the refit page making assumed edits of my ships - can it not just leave it to me?

b) Why can I not have access to older gun variants rather than always being forced to use more modern guns - whats the issue here, why cant I choose?
