Eastern Russia - How to invade kamchatka?

I am at war with Russia in my current campaign and was trying to clean up the Pacific through naval invasion. I took Russian Far East (Vladivostok) and Sakhalin easily enough. Eastern Siberia was odd, as I needed a fleet off Alaska in the Bearing Straight to trigger the invasion which took place at Magadan in the Sea of Okhotsk. But Kamchatka? I can't find a trigger for. Have superiority in Okhotsk, Bearing Straight, Northeast Asia (North Pacific), had fleets parked off Pertropavlosk, even tried Sea of Japan etc. No invasion option.

I went around and was able to invade Northern Finland, also under Russian control, so the invasion system and war are still in place and functioning. Did I miss something or is there some weirdness going on with this territory? (Search function throws an error message for me)
