do all General levels have the same battles?

I go to start the Union campaign and the Phillippi/Armored Train is the first battle but the Order of Battle list says Battle of Aquia Creek should be first? then lists the other major battle + 48 minor battles, which aren't individually named? does the Order change? has it changed?

Hasn't changed in many years. Phillipi is the first battle

As near as I can tell, the Confederate opening mission(Potomac Fort) is representative, albeit a fairly fictionalized version, real-life's Aquia Creek.
