Why do ships sometimes decide to break line formation and do donuts or S instead of rejoining?

why can't they adjust the speed or something instead of breaking formation into this mess. happens with divisions of any size, and i don't know what to do to stop it. worth noting that when it start it goes on until the ship specifically is ordered to change course

 

 

this issue makes trying to keep the battlefleet coherent very hard and makes making sure some warship isn't doing this 20km away from the formation leader a bigger concern thatn fighting the enemy.

how am i supposed to play the game if i can't trust my ships to do what i order them to
