Minor nations ship orders

I'd like to keep my minor allies but they keep ordering ships exceeding my production cap - I can't suspend them only buy them. In addition their orders seem a bit excessive as staded in my previous feedback regarding that in generall without this excessive issue.

I've rejected most orders and I don't they actually get mad unless you accept an order then cancel it have way through
