Invading neutrals overseas

When playing as others it is pretty much guaranteed that Japan will attack Korea within five years. But how can I do the same when playing Japan myself? Or not just specifically Korea, but ANY non-major or neutral island.

I've tried having task forces with more than 100k displacement float around the areas in invasion stance, but that doesn't do anything at all.

Unfortunately, I do not think the ability to intentionally invade minors is in the game yet for players.
