Very odd bug in ship designer.

For some reason at practically random the custom battle ship designer will not let me pass into battle after designing a ship whenever I try to make a ship for Britain, it only occurs on certain years and it's been a bug that has ruined my experience for a while now. It most commonly affects 1940 for some reason I can almost never get into a battle playing as Britain at that year in particular. It always shows the icon for there being a problem with my design and lists the problem as: "Cannot build: Select a ship of the required type.". It always comes up even when I only have one ship type being made.
Has anyone else had to deal with this bug and is there anything I can do to fix it.
