How do I get either a port or a minelaying ship/sub to lay mines?  How do I sweep Mines?

How can I attack an enemy port?

I have several submarines stationed athwart my enemy's main shipping lanes, but they never attack convoys.  How do I make my subs more aggressive?

Why did i lose a war when I had a positive balance of funds, a bigger fleet, and 150% of my enemy's victory points?

Great questions. I have the same questions. Especially with regard to convoys. 
 

how do I attack enemy convoys? I put a task force in proximity to an enemy port and then set it to invade but this very rarely works.
