As far as the game is concerned certain armor and gun layouts are locked out for a good while. Well behind what was historically available for many nations. The French wanted quads on the Normandie's before cancelation and Nevada had AoN armor in the early 1910s. This should be adjusted.

I am likewise concerned that at whatever year I play, and whatever I have spent on research, I always pay a penalty for triple turrets and a bigger one for quad turrets.
