Ordering a battleline (in speed, torpedo settings, etc) seems to only apply to the lead ship.

Test it out yourself. You can order a whole division & then click on the second ship--no change in its displayed orders. It'll behave as indicated, so no just a UI issue.

I just tried and it works perfectily fine on my end.

Are you sure you had the entire division selected and not just the lead-ship alone?

Update: it seems to be specifically when the division contains mixed types of ships.

No, what happens is if you click the lead ship sometimes the order doesn't seem to transmit to the rest, but if you click the division card the orders do transmit.

That is my experience as well. Mixing different ships or even ship types (BB and BC for example) it will works fine on my end.

If it does not on your end, I suggest submitting it as a bug ingame.
