Fully agree. This needs to get tuned down. I've seen ships "group" shells against a target they had 5-10% accuracy on 700-800m away from the target. That's terrible.

There seems to be a magnet 200m away from each enemy ship that magically draws all the shells into it, except the one shell that the RNG decides is a hit goes directly to the ship leading to this strange result.

It's even more galling in some edge cases like shooting at a ship dead in the water parallel to you 0.5km away. Then somehow all your shells will shoot away exactly 45 degrees away from the direction the turret is pointing except fot the 1 hit.

Once you see it you can't unsee it. Every single miss hits the same point in the water relative to the enemy, and every hit magically veers away from the main shot grouping.

Yes, I saw the very same thing last evening while wrapping up damaged stragglers from a major fleet battle as the Germans against the French in a 1910 campaign.

There was a French CA only 1.6 km away moving at 3.4 knots, and I had a BB broadside to it moving at 12 knots (the BB has suffered only three minor non penetrating hits to the hull at that point).

Every time the main guns fired a broadside salvo (four 2 gun turrets), one turret would shoot to the right, one would shoot to the left, with one shooting way over, and I was lucky to get one hit per salvo.

I was watching the shooting from directly behind the BB looking directly at the CA. Some of the missed shots left and right were at least 10 degrees off! All of my big ships had trained crews. 

By the way, I sank the entire French Fleet, 1 BB, 2 CA, 4 CL & 2 DD; but it was not a fair fight at all, as I had 2 BB, 2 BC, 2 CA, 2 CL and 1 DD. The French BB died from the combined firepower of all four of my big ships, at a range of around 8 km, while the lighter ships kept the light French ships at bay, until the French BB literally blew up after suffering more than a dozen 12 inch AP hits, with a few HE thrown in. After that it was a pure slaughter on the other French Forces, as long as I kept outside of their fast torpedo range. Also, the AI designed the French CA's and CL's with eight underwater TT tubes per side! They fired lots of torpedos, getting only 3 hits (one on a CA, and two on a CL). I ended up with  one CA with medium damage, one CL with heavy damage, and another CL with medium damage.
