Cannot hit stationary target

Playing the campaign right now and somehow damaged ships get nearly impossible to hit.

I've been firing at this CA since over an hour just outside torp range (1km) and I cant sink that damn thing. Somehow it has 80%+ bonus for manuvering even it is stationary

It is known old issue, that we are going to solve.
