Conning Tower vs Superstructure armor.

Now that conning tower armor and superstructure armor are separate. Which one provide better protection to your bridge and and help reduce your tower from being destroyed in game?  In real life many navies found the command crew seldom used the armored conning towers in favor of the less armored main bridge during combat. By the time of WWII ,many ships had their conning towers removed and the additional armor was then added to the bridge and other areas of the ship.

 

So in game if you reduce the conning tower to zear 0 and add all that armor to the superstructure. Do your forward and rear tower become more resistant to damage?
