Feature request: displacement limits (total, maximum per ship) in custom battles

Would be interesting to see what I can do vs. the AI on treaty limits, etc. Also prevents you from always having to face 19-20" monsters.

Yes, but ONLY after the game is polished. This is more of like an added challenge or modifier in my opinion, so later down the line.
