Waves far top big

I apologise if this is a common thread but I looked through the forum and found nothing about it. How come the waves are so damn big even in mild weather? Heavy cruisers are rolling like frigates, completely submerging the stern and bow, decks awash. Sometimes you can even see the underside of your ship! I’ve seen gun turrets fire while completely submerged.
