17" gun reaches Mk 3 later than 18"

Currently, the 18" gun gets Mark 3 in 1933, but the 17" doesn't get it until 1936, leading to a brief period where it's of a lower Mark than both 16" and 18", which doesn't happen anywhere else (apart from the small gun-big gun boundary). I'd push it forward to 1932 or 1933.

Yes, 18" guns were more common in history, but it's unreasonable to expect the average campaign to make this exact a match to history.
