Some foward-facing starboard wing turrets/secondaries unable to fire

I've observed that starboard wing turrets are often unwilling to fire or rotate. I highlight a case with secondaries, but it is most common with wing main turrets--e.g. a HMS Dreadnought build. Example highlighted below. These turrets will never fire.
