Poor accuracy

Hello all! New to the forum but been playing the game for what feels like a year. I've noticed that my ships are never as accurate as the AI and I've never been able to figure out why. Like my most recent battle was a Montana style US BB with everything modern and 12 16" guns in triples and faced against an AI Japan. They deploy super BB's with 6 19" guns in twin turrets. My ships going 24 knots out of 28 can't get about 8% accuracy while the AI has been averaging 14% and I've noticed this in past battles too. Am I missing something or is accuracy borked? (I've personally felt ships are a little too inaccurate and ROF too slow especially in the WW1 era ships)
