same guns firing at twice the rate of the others

I was using a Japanese super BB with 6 center line 20" triples using high TNT. During the battle I noticed that the (I believe) x and y turrets had twice the fire rate as the other 20" guns. They fire once with all the other then a second time when the reload timer is finished while the others don't.

Admiral, perhaps some turrets had obscured fire line, so they did not fire.
