Is there a way to turn on the v-sync or limit my fps?

I think my fps is unlocked or something. My GPU's fan spins pretty fast even in the main menu. Is there a way to lock my fps or turn on the vertical sync?

At the moment you can try to force Vsync via Nvidia Control Panel or AMD Catalyst Control Center
