Pre Purchase Q: Can this be played offline after install.

Im very interested in purchasing all the Ultimate Admiral series particularly Age of Sail. 

1.  Is UA-Age of Sail only available from Steam? Alternatives?

2.  After installing the game, can I launch and play the games completely  offline?
