So, here is one probable way to exploit the Flag mechanics. I did not try it really, so this is still to be checked.

Player-A has loote a flag. He wants to plant it in Port-Town. But he wants not to have the red flag above his ship on the way to Port-Town to avoid interception.

Player-A, before starting from port, gives his flag to his friend Player-B. Then, Player-B puts the flag in a Lynx hold. Both, with other friends, go to Port-Town. As the flag is nominative, but not in the right player's hold, there is no mention in Open World that Player-B is holding a flag. When arrived in Port-Town, Player-B trades back the flag to Player-A, who immediately launches the flag battle.

 

If this "exploit" works, a simple way to close it is to make flag trading between players impossible, in port and in Open World.

I thought you planted more than 40 flags in the conquest flag test?

Did you not once notice that the flag gets consumed once you take the hostility mission. Once you take a hostility mission, consuming the flag item, the flag is tied to your character. 

You can only trade flags before they are used. And that's not a problem. It's fine that for instance one trader can transport the flags of several players to the area of the map out of which it is to be used, because only the original acquirer of the flag can use it to launch a hostility mission and plant it to make a PB.
