Who can join ongoing HDF battles?

I want to know if anyone knows who can join an ongoing HDF battles? Lets say we have the following situation:

Russians attacked a spanish home defense fleet. Who will be able to enter?

Will prussians be able to enter on both sides (consider BR will allow it)?

I can not give you an answer, but as i can remember this was discussed on forums, not sure. I think that in the last week, in all patches disscussions admin were talking about that, maybe if you find you can got an answer, sorry for can not give it from myself.

Yes n hdf make normale battle , you can join side with less br like other battle

so, it's not affected by the upcoming "KARMA/Reputation" System? that then makes absolute no sense.

If we get that "KARMA/Reputation" System it should be valid for all type of battles, or we bin it.

If they make normal battles they should be "affected" by Kharma, but still nobody has stated the contrary iirc.
