i got a question regarding the 50k flag. does it save when you move nations. 

or you need to start over again.

You flag is not destroy , but you can"t use anymore from the moment you don't come back in the flag nation

There is no bug. The flag will be kept but you won't be able to use it until you switch back to the nation
