No, you get 10 top ports regardless of the nations who own them (but usually that will be top nations) and then randomly selected from them 3 ports for the raids.

Top ports obviously defined by mixing their profit and development  - so Kidd's Harbor, that is 6th richest port according to @qw569 most likely won't be raided, but developed 50pt Saint-George's Town (4th richest) is not safe. But still the exact formula is unknown.

At least that's what I get

I just wonder, what's the point?

Today battle proved best - even with Caracas going neutral - noone else can grind it, except the Dutch, due to the Frontline limitations.

So why bother anyway?

They lost upgrades, so they lost a lot money for it. Plus it gives a window of opportunity for a nation to attack another one of their ports at the same time as the NPC raid takes place. Not the best system to try to bring balance to nations' power, but it's at least an attempt at doing so, maybe until something better comes along to replace it or compliment it.
