Suggestions for some fixes

Hello captains and Despe lovers

I was thinking about some fixes that could be interesting in game. I wait for your opinions, Despacito needs you and loves you

• Fix in battle missions. Some players take battle missions for jumping when they are chased in OW, and this is not a fair play in my opinion. I think that could be a good idea put one timer (15-20) minutes for jumping on.
• Fix in some cannons. Blomfields and navy guns are good but Congreves and Obusier are really not playable in my opinion. I think that damage of both needs a buff, slightly above of medium guns and carronadas respectively.
• Fix Santa Cecilia. Is a fast and maneuverable ship, but their guns are so poor. I think that this ship should mount 32 pd carros like ships of his classe.
