I would love to see her in the game. She would be a great starter battleship or later second class battleship

Monitor class ships should get a huge role at coastal defense. They are cheap(er). They are small so enemies will have a hard time hitting them from far. Fast(er) to construct them too.

I am not an expert (i am more into subs) but aren't monitors traditionally  usually used for shore bombardment? I mean defending shores was more torpedo boat thing.

I really never heard of using monitors the way you propose. Please let me know if there's some example of it.

Altrough it would make sense to use them as substitude to naval forts if we will not be able to build them in campaing.

There are several articles about monitors. They have low freeboard so lots of monitors can't go high seas. Secondly they were used for coast defence. I have some articles that can prove my statement.

SMS Leitha monitor (When she was cunstructed in 1871, she was the most advanced monitor in the world), Austro-Hungarian ship. She became a museum ship and you can visit her in Budapest.
