He is talking about those language files. As id guess from the names those are only for the game Launcher not the game itself.

Yes, indeed, those files related to the Xsolla launcher, not the game

About UA: Dreadnoughts translation, 

We plan to translate the game into different languages closer to the final launch on Steam. At the moment we cannot provide full list of supported languages and exact dates on localization, the whole team is dedicated on developing the game itself.

There is a very decent chance the custom localization file will also be provided to the community as we were happy on results of how it worked in Naval Action
