Not all fleet members are getting into the 6 player kill missions

Those missions where you get lots of doubloons and x6 chests. We had this happening on number of occasions now. We sail all together to the mission cross. Everyone is very close by. 
Everyone is on the mission list as per screenshot. Join as group. Everyone is getting in except one guy who is left behind.
Please investigate. It has been F11'd by 7Grams
