Add officer promotions to clan log

We can see who takes out or puts in money and resources, please add officer promotion log: who promoted whom? It would be nice to be able to investigate when a clan gets robbed.

All things that occur regarding the clan should be logged. I get that means tens of thousands of interactions that would need more db space but it really is needed. I suppose in the case of UWS they are enacting their own version of the Great Purges from the USSR. Brb, getting some popcorn.
